In simtown you can find the Sea Voyage Boat that will take you to two destinations when you unlock them with simoleons:
Once you unlock these places you can access them but you will still need to pay to unlock everything in that destination
NOTE: if you already unlocked them and some of the places on it you will only have to buy the ones you didn’t manage to unlock during the events.
